Article 1 (Installation and function) | Organize and operate a roundtable (hereinafter referred to as the “Committee”) in relation to the special project for private park creation pursuant to Article 21-2 of the Act on Urban Parks and Green Spaces (Special Cases concerning Development Activities, etc. on Urban Park Sites). The main functions and roles of the committee are as follows. Selection of the target park for the private park development special project Determination of guidelines for notification of proposal submission Review and analysis of publicity, etc. of proposals submitted for each park Decision on whether to select the initial proposal for each park Determination of guidelines for notification of third-party proposals Review and analysis of whether selected proposals are reflected in major facilities Review of problems that occur in the project implementation process of the selected proposal company Major matters and decisions related to the promotion of other private park development special projects |
Article 2 (Composition) | The chairperson shall be composed of no more than 17 members, including one each from inside and outside. The internal chairperson is the director of the Climate and Environment Bureau, and the external chairperson is elected by civic groups and expert groups. Members shall be appointed or commissioned by the Mayor from among the following persons: No more than 5 persons engaged in a civic organization; No more than 5 experts in the fields of parks, green spaces, landscaping, urban planning, and architecture; No more than 5 local representatives (1 city councilor, 1 gu/gun member, 3 villagers) recommended by the gu/gun where the park is located One person each from the Director of Climate and Environment Bureau (Park Operation Division), and the Park Area Director (Director). |
Article 3 (Terms) | The term of office of civic groups and experts in the field of park, green space, landscaping and urban planning and architecture shall be two years, but they may be reappointed only once. However, the term of office of a substitute member shall be the remainder of the predecessor’s term. From among local representatives, three villagers shall remain until the end of the private park creation special project for the relevant park. Elected positions (city council members, ward councilors) and public officials shall be in office during the period during which the private park creation special project is implemented. |
Article 4 (Dissolution) | If a member of the committee falls under any of the following subparagraphs, the member may be dismissed: When it is difficult for a member to perform his/her duties due to the death of a member, a disease requiring long-term treatment, or staying abroad for more than 6 months When the members themselves want to be dismissed When a member loses his/her qualifications in relation to his/her duties or causes social trouble due to gross negligence When it is deemed inappropriate to perform the duties due to other damage to dignity, etc. |
Article 5 (Chairperson duties) | The chairperson represents the committee and oversees the affairs of the committee. The internal chairperson presides over the meeting, and when the internal chairperson is unable to perform his/her duties due to unavoidable reasons, the external chairperson acts on his/her behalf. The appointed member shall act on his/her behalf. In case the head of the park operation department attends on behalf of the director of the climate and environment department, the outside chairperson presides over the meeting. |
Article 6 (Meeting) | The chairperson convenes a meeting of the committee and becomes the chairperson. The meeting of the committee begins with the attendance of a majority of the members, and the meeting proceeds as a practical type in which opinions are shared after hearing explanations from the proposer or researcher, etc. Public officials and other related persons may be present. In case of conflicting opinions during the meeting, consensus can be reached as much as possible through in-depth discussion, but if the chairperson determines that it is necessary to select a proposal for a special project for private park development or make other decisions, at least two-thirds of the members present. Decisions are made by affirmative vote, and public officials exclude their voting rights from the decision-making process. Approval and opposition in the decision-making process shall be kept private, but the decision result shall be made public in principle. However, in case of objection, the objection must be prepared anonymously by the chairperson and attached to the resolution. |
Article 7 (Avoidance) | Members of the Committee shall be excluded from the resolution of the Committee if they fall under any of the following subparagraphs: In case a member or his/her spouse or former spouse becomes a party to the relevant agenda; When the member is or was a relative of the party to the relevant agenda; When a member has provided advice, research, or services on the relevant agenda; Where a member or a corporation to which the member belongs is or has been an agent of a party to the relevant agenda. |
